He said he even redownloaded steam which is more than just signing in and out so that wont work will it if the redownload didnt.

What fixed this for me was too fully exit steam. and then in the steam main folder (in the C disk) I renamed the Clientregistry.blob to Clientregistry.blob2

For AMD graphics users:
Right click on desktop > configure switchable graphics > in All Applications select: Add Applications > find the Payday 2 game directory > open the payday2_win32_release.exe > in graphics setting column choose high performance.
