so I have the same problem. I have the Fallout 4 DVD. Install, update by Steam. When I launch the game, I have this message : «Unable to find an INI file. Please reinstall Fallout 4».
So, desinstall, cleaning, and I download again the game (4 times) but always the same message. Impossible to play with Fallout 4.
Hi Mansen. Yes obviously. But I installed the game 4 times and 4 times same errors. I installed Spiderman one hour ago. No worries, the game launches correctly. And I’m not the only one.

So, do the INI files physically exist? They should be located at
C:\Users\ \Documents\my games\Fallout4\
If not, I could upload mine somewhere and you could try if that works out.
I’ll just suggest having Steam do a game cache check and try again.
I presume all of you that have this issue have made sure you have read/write privileges / permissions set / allowed for the MyDocuments folder tree.
Because it sounds like Windows is blocking write access to the directory and file that
Steam and the game is trying to create.
It might be some odd regional issue that is over my pay grade.
Another thought. If using some 3rd party Anti Virus package, disable
that garbage and try again.
Just a idea. I’m running out of them.

Yep. I have everything set up as instructed.
Just to double-check (not to be a pain) but you have a Fallout4Custom.ini in addition to Fallout4.ini and Fallout4Prefs.ini?
So, I figured it out!!
Sounds like your plugins.txt don’t get updated when you install mods. Does it happen with texture mods as well (that is to say, mods without plugin files/esp’s)?
Before V1.5 you needed (if above doesn’t work for you please use this):
If none of that works, try re-installing NMM as well. From what I can tell you’ve tried re-installing everything else? You could try deleting (or appending the original name with .BAK at the end) the following directories to make sure you start from scratch and no old settings are saved:
Also make sure to delete the directory you have installed NMM in (ie C:\Program Files\Nexus Mod Manager\). This should give you a complete fresh start without any old settings lingering (except perhaps registry settings).

Edit: You’re a saint! I uninstalled NMM and deleted those directories and I’m able use NMM again after reinstalling it. Thank you so much!

Here are the 2 only things that I have made different from a classic installation.
Has any of you dealt with such error message and fixed it yet? Please help me, I feel like naked with a spoon in the middle of the arctic ocean. I guess you’re my last solution, after that if nothing works, I’ll be forced to bring the game back to the store 🙁 🙁

one more thing: when you uninstall the game reboot your system before attempting a reinstall. This might be why you don’t get the option to create the folder in the My Games folder.
C:\Users\имя пользователя\Documents\My Games\Fallout4, Просто закинуть файл ini в папку с настройками.
Сей чудесный файл разрешит все проблемы с модами связанные с текстурами и подобными проблемами.

So I tried to install fallout new vegas again (Steam, goty version I think), I have previously installed and played the game successfully on this same machine, but when I started it up today, it showed the error message «Unable to find INI file. Please reinstall fallout.» before going to the launcher and starting the game resulted in an instant crash.
googling the issue brings up a lot of people with the same problem but none of the solutions have worked for me. Does anyone have an idea what I could do to fix this?

Fallout_Default.INI >>>>Game folder..IE. E:\Games\Steam\steamapps\common\ Fallout New Vegas >>\Steam\steamapps\common\ Fallout New Vegas and Delete the entire folder.
Restart your computer.
Make sure the FalloutNV folder does not exist!
As with ALL the Bethesda games the very first thing I do after install is to make a Folder in my downloads folder named for the game, in that folder i make backup copy’s of the EXE, All 3 INI files and any file i am about to Edit, like Stutter remover or ENB’s ini,,files. When i edit a file I save the edited copy in another folder under my «\Downloads\Games\Fallout NV\Originals\Edited» Cant be to cautious, as these files are tiny..lol
@ezzublez: camaro has the right idea. Delete everything and let Steam fix it for you.
You don’t have to uninstall. That takes forever. Right click on the game in Steam Library and click Properties. Then select the «Local Files» tab and the last button should be «VERIFY INTEGRITY OF GAME CACHE. «, click that. Steam will go off and check all your game files and replace any corrupted, missing, or modified GAME files. NOT mod files. If you’ve made custom edits to any GAME files, I’d make a backup of those or be prepared to do it all over again.
Edit: Probably should have kept reading your post before reading suggestions. Ok try this (Windows 8.1) Open your Game folder and make sure you have the menubar visible. Click «File» tab and in the «Show/Hide» pane make sure you have two boxes checked, «Hidden Items» and «File name extension».
