Могу закинуть установочники на гугл диск Step v5.5,Tia Portal 13. Скачаете который поставит ключи на любую лицензию от семена а там бог в помощь.

Мы также поступаем: разработка своя, заказываем сборку где угодно, оговариваем что нам нужно время после сборки на проверку и отладку на производстве, приезжаем, заливаем софт, проверяем, находим ошибки сборки и просим устранить. Потом изделие упаковывается и отправляется на объект. По-моему, нормальный процесс.
Перевожу на русский: это не техническая проблема а организационная. Читайте договор на сборку.

SIMATIC Automation Tool – Is a Siemens PLC configuration tool without TIA Portal software
When implementing an automation project, customers do not always have a computer installed with TIA Portal for us to interfere with the remote PLC.
